If a house is overcrowded, violating fire regulations, the local council can take action against the landlord.
According to Section 79 of the Local Government Act 1976, the definition of “overcrowding” of a residential dwelling is that the number of adult occupants plus two children under 10 years old is considered as one adult, and the occupied space must have a net area of 350ft³, which is roughly 10m³.
Violators may be fined up to RM2000, or imprisoned for up to 6 months, or both.
If violators fail to make improvements in a timely manner, they may be fined RM100 per day until the standards are met.

You must check with the Joint Management Body (JMB) of the apartment if it is allowed, and apply to the local council.
According to the Strata Management Act 2013, a fine of up to RM200 may be imposed for non-compliance with the management rules.
In addition, if a fire or electrical accident occurs in a non-compliant dwelling, the insurance company will not compensate for the damages.
